Knowing where every home stands
Stedwise is a self-serve web app for supported exempt accommodation providers and the managing agents who work with them. It shows whether each licence you will need is ready, who in your structure owes each piece of evidence, and then keeps that evidence and your protocols current as the rules change.
The name is coined: stead, a place to live, as in homestead, and -wise, knowing. Knowing where every home stands.
Why it exists
Once licensing starts, expected in 2027 or 2028, a provider without a licence will lose Housing Benefit on its homes. Most providers cannot yet show they meet the conditions, and many lack the documents the National Supported Housing Standards expect. Stedwise starts with a free, honest readiness check and turns every gap into a task someone owns.
Independent
Stedwise is not endorsed by BVSC, Birmingham City Council, any other council or MHCLG, and nothing we publish implies that it is. Councils and assessors decide licences and awards; we help you prepare for them.
What Stedwise will not do
- Consulting or site visits. Stedwise is self-serve.
- Promise an outcome. A guarantee needs real predicted-versus-awarded results first.
- Run your housing management: no rent, rooms or tenancy management.
- Send any resident’s personal data to an AI model.
- Decide who holds a licence, or interpret your contracts.

The score opens the door; evidence keeps it honest.
We lead with the readiness result and the gap list. Policies are easy to copy; what matters is evidence kept current.
Rules are data, not code.
Criteria, weights and evidence rules live in versioned files, so a regulation change is a content update, recorded in the changelog.
Honest scoring.
We never inflate a score to sell a plan. A provider that fails on resident experience needs better practice, not better paperwork.
Resident data never leaves our infrastructure.
Only organisational documents and public government text go to any model. Resident records are checked by structure, never content.
Plain English, a first result in ten to fifteen minutes.
The people using Stedwise run services. They are not compliance professionals, and should not need to be.
Uncertain means a person looks.
When the evidence checker is unsure, it says so and a person reviews it, rather than guessing a score.
Generated documents are starting points.
Every document is marked for you to review and adopt. We never claim a document guarantees compliance.
Model who does what.
Every obligation has an accountable party, a performer and an evidence holder. Stedwise never decides who holds a licence and never interprets a contract.
Label certainty.
Every rule says whether it is law now, confirmed policy, proposed or our forecast. Forecasts never count as law.
